If you use the 64-bit versions of either of these systems, navigate to "C:\WindowsSysWOW64" instead. This can be easily verified: use the dependency walker, load the two DLLs (FirewallAPI.dll and hnetcfg.dll) and note the non-existent but referenced objects.
